Job Summary

Responsible for coordinating, monitoring, and ensuring compliance with project specifications, quality standards, approved drawings, and Project Quality Plan requirements across all quality-related activities within the precast concrete manufacturing process.


Key Responsibilities

1. Quality Planning & Coordination

  • Develop, implement, and maintain quality control plans and inspection procedures for production and project requirements.

  • Oversee inspection and verification activities to ensure products comply with approved drawings, specifications, and contractual requirements.

  • Coordinate procurement of materials, testing equipment, and resources required for quality control activities.

  • Liaise with clients, consultants, contractors, and subcontractors regarding quality-related matters.

  • Investigate customer complaints, defects, and non-conformances and implement corrective and preventive actions.

  • Verify completion of rework activities and ensure non-conformance reports (NCRs) are satisfactorily closed.

  • Attend project coordination and site progress meetings as required.

2. Team Leadership & Workforce Management

  • Supervise and manage QC supervisors, inspectors, and quality personnel.

  • Monitor team performance, productivity, and compliance with quality requirements.

  • Provide coaching, guidance, and training to improve technical competency and inspection effectiveness.

  • Coordinate manpower planning and shift arrangements to ensure adequate quality coverage.

3. Quality Assurance & Control

  • Ensure production activities comply with approved shop drawings, specifications, quality standards, and inspection requirements.

  • Collaborate with the Production Department to investigate quality issues and implement corrective actions.

  • Conduct root cause analysis for recurring defects and recommend preventive measures.

  • Monitor implementation of quality procedures and continuous improvement initiatives.

  • Perform and audit pre-pour, post-pour, dimensional, and final inspections to ensure compliance with production SOPs and quality standards.

  • Ensure testing and inspection records are accurately maintained.

4. Cross-Functional Coordination

  • Report quality concerns and non-conformance issues to relevant departments.

  • Work closely with engineering, production, procurement, and project teams to resolve quality-related issues.

  • Facilitate effective communication and collaboration among departments to achieve quality objectives.

5. Material & Resource Management

  • Monitor the quality and availability of raw materials, inserts, accessories, and consumables.

  • Ensure proper storage, handling, and preservation of materials.

  • Support initiatives to reduce material wastage and improve process efficiency.

  • Coordinate with procurement teams to ensure timely supply of quality-critical materials.

  • Investigate discrepancies between physical inventory and system records where applicable.

6. Audits, Compliance & Continuous Improvement

  • Conduct internal quality audits and supplier/subcontractor quality audits.

  • Ensure compliance with ISO requirements, quality management systems, and regulatory standards.

  • Identify opportunities for process improvements and implement corrective actions.

  • Support management system implementation and continuous improvement initiatives.

7. Troubleshooting & Problem Resolution

  • Identify bottlenecks, recurring defects, and quality-related issues.

  • Take proactive measures to resolve quality concerns and minimize production disruptions.

  • Escalate critical quality issues to management and support implementation of corrective actions.

8. Health, Safety & Environmental Compliance

  • Ensure compliance with workplace health, safety, and environmental requirements.

  • Conduct regular workplace inspections to promote a safe working environment.

  • Ensure personnel utilize appropriate Personal Protective Equipment (PPE).

  • Maintain cleanliness and organization within inspection and production areas.

9. Documentation & Reporting

  • Prepare and maintain inspection reports, quality records, audit reports, NCR logs, and corrective action reports.

  • Ensure all documentation complies with operational procedures and ISO requirements.

  • Maintain accurate filing and document control systems.

  • Generate quality performance reports and recommend improvement actions.

10. Training & Development

  • Conduct quality awareness programs, toolbox talks, and technical training sessions.

  • Provide guidance to production and QC personnel on quality standards, inspection requirements, and best practices.

  • Support competency development and succession planning within the QC team.

11. Other Duties

  • Perform additional duties assigned by management from time to time.

  • Responsibilities may be revised based on operational and project requirements.


Requirements

Education

  • Bachelor's Degree in Civil Engineering, Structural Engineering, Construction Management, Quality Management, or a related engineering discipline.

Experience

  • Minimum 5 years of experience in the precast concrete manufacturing industry.

  • Experience in QA/QC management systems, precast production processes, and construction quality control is preferred.

Technical Knowledge

  • Strong understanding of quality control procedures, testing methods, and inspection techniques.

  • Familiarity with precast concrete manufacturing processes and construction standards.

  • Knowledge of ISO 9001 Quality Management Systems.

  • Experience in root cause analysis, NCR management, corrective and preventive actions (CAPA), and quality audits.

  • Ability to interpret engineering drawings and technical specifications.
