Main Responsibilities

 

Essential Responsibilities & key deliverables:

  • HR Business Partner to the General Manager
  • To ensure the day-to-day administration of the plant

External Relationship:

  • HR Associations/Networking Groups
  • Government bodies

Internal Relationship:

  • Department Heads
  • All levels of the staff at the site

Job Specifications:

  • Apply and supervise HRA staff on all necessary policies and procedures to provide effective communication between management and staff and to encourage harmonious industrial relations.

Employee Relations / Industrial Relations

  • Plan and organize effective communication of all personnel policies and handbook to employees
  • Carry out research to provide information to support negotiations on local pay and working conditions.
  • Advise managers on all aspects of employee relations and on the interpretation of joint agreements
  • Support managers at disciplinary or grievance hearings, or in the event of collective disputes or industrial action.

Recruitment

  • Identify the company’s staffing needs and develop policies and procedures to ensure that the required numbers and types of staff are recruited within agreed budgets to meet requirements.

Policies

  • Develop and implement personnel policies to support business goals and to ensure that the company complies with legal requirements and best practices.
  • Develop, implement and monitor all required personnel procedures relating to staff terms and conditions of employment to ensure that the company follows best practice in the management of its staff and to ensure compliance with legal requirements.

Performance Management

  • Recommend and implement reward policies and structures which ensure the effective recruitment and retention of high quality employees.
  • Maintain comprehensive personnel records to ensure compliance with legal requirements with equal opportunity standards.
  • Advice on staff issues to the Department Heads and other relevant bodies.

Personnel Training and Development

  • Administration and monitoring all aspect related to internal and external training management.
  • Conduct TNA on a yearly basis including follow-ups and progress reports.
  • Organize training programs identified ensuring fair and accurate measurement of training effectiveness is completed.
  • Coordinate and liaise with the relevant departmental heads in outlining development plans for their subordinates.
  • Managing training budget.

Any other duties as required and assigned by the Management.

Ensure safety, 5S, and Good Manufacturing Practices

Safety, Health and Environment

 

  • Ensure all responsibilities and activities associated with this role meet the required health, safety and environmental laws regulations, obligations and duty of care.
  • Work in conjunction with Outspan Management to ensure this area is well managed with respect to:

                                 i.            Risk management, incident management, reporting and injury management.

                               ii.            Culture of safe behavior in all aspects of this position and workplace.

                              iii.            Health and safety of employees, and any other persons, is not affected by doing a job in your workplace.

                             iv.            Safe plant and equipment and a healthy safe work environment.

                               v.            Safe use, handling, storage and transport of substances products and materials.

                             vi.            Attended training has been arranged by management.

  • Ensure OH&S guidelines are being adhered to across all Outspan premises.

Quality and Food Safety

 

  • Ensure all responsibilities and activities associated with this role meet the requirement of service quality, product quality and product safety.
  • Work in conjunction with Outspan Management to ensure this area is well managed with respect to:

                         i.            Maintaining a hygienic processing environment to deliver safe and consistent products to our customer.

                        ii.            Demonstrating a full commitment in quality and food safety throughout the production chain.

Continual improve the work processes to eliminate / control / reduce any potential hazards to the products.

                        iii.            Attended training has been arranged by management.

  • Ensure food safety and quality policy, GMP, Food Safety and Halal guidelines are being adhered to across all Outspan premises.

Qualifications and Skills Required

  • Post Graduate Degree or Degree in Human Resources or equivalent.
  • At least 8 years’ working experience in a related role.
  • Good knowledge of all employment laws.
  • High level negotiation skills.
  • Good grasp of organizational structures and manpower planning.
  • Excellent human relations skills.
  • Good written communication skills.
  • Communications skills in English and Malay.
